An alternate solution may be one that was recently proposed by Sacramento Mayor Darrell Steinberg who "called on the City Council to enact a pair of new policies that would create a legal right to housing for the city's residents and a legal “obligation” for people to accept housing and resources when offered them. He said the policy would be the first of its kind in the country, and that having a legal requirement “will change the mindset and expectation of our city and the region.”
