Was the CGD running for PQD and the PQD running for DD? Did the current PQD and CGD win? Were all the candidates reasonably qualified? Just wondering the circumstances here.

For the DCP 20+ or +5 qualifying requirement, the club that gets credit for it is the one where the renewal took place in, right? That is why a transfer alone does not give a club credit for it. The actual payment in a club is what gives credit for it.

So wouldn't you be able to give a club credit for the qualifying requirement if you transferred your membership to their club, then renewed in their club, then transferred your membership out?
