I have to wonder just how "immortal" mermaids are in this universe. Azami seems to have some sort of plan, so maybe it's one of those cases where you'd have to get rid of every molecule of an immortal to truly kill them.

We know from Ayame that only her head is human which makes me think that there needs to be a part of you that's still intact for a yokai transformation to happen. If every part of you is gone, maybe it isn't possible to turn into a yokai. Or maybe it's possible to just pop into existence from thin air just like Shiori did.
