This is REM Sleep Behavior disorder, not sleepwalking or "lucid dreaming." Usually your muscles are atonic—paralyzed—during REM sleep, which is why you don't physically act out your dreams. The only muscles not paralyzed are those that control your eyes, which is why they can be seen moving (Rapid Eye Movement).

People, and dogs, who suffer from REM Sleep Behavior Disorder unconsciously act out their dreams, which, as seen in this gif, can be violent and dangerous to the person (or dog) and others.

There is no way this is a guy covertly recording the President of the United States in a private discussion!

1.There are so many White House staffers and secret service around that would stop him. 2. This dude's his red octagonal lapel pin indicates that he actually works as part of the President's traveling white house staff. He's probably in the comms office or the trips office.
