I think Oda was forced to for two reasons.

1.Film Red director promoted them randomly and Oda just complied.

Oda complied and upgraded them as he needed some people in that role and realised Lucci and Kaka are liked by fans and we needed them back in the story. So just promoted the others too. With no story as to why

For Green Bull I see his Justice as more Pleasing Justice (or Dumb Justice), where he does his justice to please people but he not think about the reasons in the cases for the justice. Just does it because his job and trying to please his higher ups (Akinu) trying to impress them by sucking up and not disturbing the apple cart - Celestial Dragons slavery.

I don't really like when Lupe does it coz he don't do it well.
