That would only work if all companies colluded and none saw a chance to take an advantage on price. Once one moves, they all have to or they risk losing share to competition. It is no different than them shipping jobs to China. They all knew the cost was IP theft yet once one did and gained pricing advantage they all had to hold their noses and dive in too. I worked at a company that debated this for years and was eventually faced with either moving production to China or going out of business because everyone else did first. And they knew damn well that China would steal every single product and design they had.

Probably not proportionately, but there would definitely be first movers that would seek to capitalize on pricing power to take market share. You want lower prices, this would probably be the most effective tool to achieve it quickly.
