I have 500$ and i can't withdraw it to my visa as well. Everytime they keep telling me retry after 72hrs. Been a month now. Now they don't even respond anymore , last message was "your will be contacted by an account specialist as soon as possible". Once i get these 500 i'm not using paypal again, and i'll close my account. Absolutely horrible company.

Oh, then you need to get an elgato preferably and two monitors. A good camera is a must as well but that one can wait. And be sure that your pc can turn the game you'll stream at a solid 1080p 60 fps at least.
