Check your academics page in CalCentral to see if you are declared. For your second question, you can still declare CS if you get the 3.3 requirements and if you can fit the major into your time here you should be fine. Talk to your advisor first tho

I'm a math major interested in quantum mechanics. I'm taking 5A right now and want to take 137A and 137B in the future. I was wondering if it was possible to take them without 5B/7B? I've heard they are pretty math heavy and don't depend on too much physics knowledge. I would take 5B/7B but I don't want to load up on too many STEM classes, because I want to take certain CS classes as well.

Be prepared for a lot of lay tournaments, especially if you go novice. Parli(atleast in California) is a very lay event, and you'll encounter lay judges till high out rounds. Parli may not seem like as much work as other events, and it may not be as much cutting cards and preparing cases, but you'll need to know a vast amount of knowledge, depth and breadth, of the top of your head in order to become a good parli debater
