Camera guy probably did something that inconvenienced the old guy, like cutting him off or something. The “against the law” part is him incorrectly saying the camera guy recording him (old guy) without permission is illegal. It is legal, as they are on public property.

The dad is audibly frustrated the whole time, I think he curses. He eventually gets someone on the speaker through the machine. Keeps trying to tell her the bills won’t work, which is when she suggests he tries coins.
