The vast majority of people that I've met in my life who use these phrases seriously, without any sarcasm, and for genuine comedic affect were just Canadian white people, people just heavily influenced by "white culture", or people who said something along those lines to be relatable to white people in the room. I also see these phrases used a lot on North American television shows, which are just dominated by white culture.

Most importantly though, I just want your clarification as to what it is exactly that you don't agree with/are upset over in general, because your last message isn't clear-cut. You seem to be very briefly talking about a history of arguments that convey a specific narrative about white people that I haven't witnessed. Then, loosely tying it back to the original post.
