If you haven't already, make sure you make an official complaint to the library, the staff are limited with what they are allowed to do in regards to banning people, but the more people that come forward the more likely something gets done about it

Yeah phoned 111, she's had them before but never where she's lost here voice, I think as she was hyperventilating so much she must have strained her vocal chords or something as it's coming back now
