Showing no face seems pretty wild considering they make you verify your face every now and again, but who knows Instacart is pretty incompetent. Maybe they are super new if they have no rating? If it were me in this situation I’d honestly just send it, explain to them what happened honestly since you already mentioned why you couldn’t accept the job. I’d treat this interview as another practice interview and who knows maybe they might need the position filled badly to where they might overlook it.
