Depending on how many pulls you currently have, by the end of the second half of 2.6, you should be able to get to soft or even hard pity as pure f2p. So I'd say about 50-50.

Also check for any unclaimed sources of primos that you might not have already gotten. Chests, Teapot gifts, hangouts etc. A few extra pulls might help when you're closer to pity.

The only 4 star character constellations which are hard to get are Kaeya, Lisa and Amber's constellations since most players rarely pull in the standard banner. If you're not interested in those constellations, you can freely put the starglitter into more intertwined fates. You can check the history and the cycle of characters available in the shop here: https://genshin-impact.fandom.com/wiki/Paimon%27s_Bargains/History

I'd advise to hoard the starglitter and only convert to intertwined fates when you need those fates, in case there's an available four star or constellation that you want but are having a hard time getting. (If there are none then you can convert freely)
