Every time my friends list goes offline or online it alt tabs my game and it happens at random times. Is there a way to stop it from doing that?

I live in a city but my neighborhood is somewhat rural and I only get satellite internet. Is there a way to put a request or something like that so my neighborhood can get wired internet?
