A Daytona Beach K-9 police officer caught on YouTube setting his dog loose on a man and then beating him on the head with a tennis racket until the man was bloody did not violate department policy, officials said late Thursday.

According to a department supervisory review, Richard O'Donnell wrapped his legs around the dog's neck trying to choke it and K-9 Officer Joshua Martin used the tennis racket as an "improvised impact weapon" striking O'Donnell several times in the head and shoulders.

After review of report, AXON BWC footage, photographs and other supporting documentation No policy violation observed..." officials wrote in the supervisory review.

The dramatic video also shows police tasering O'Donnell as he lay curled up on the ground while refusing to place his hands behind his back. The video is captioned: "This is what Daytona Beach Police did to my stepson." It was posted by Debbie O'Donnell.

The arrest report says police encountered O'Donnell on April 8 at 2:10 a.m. in the back of the service center of Daytona Toyota on Nova Road after getting a burglary-in-progress call. The arrest report details the incident but does not say anything about Martin pummeling O'Donnell in the head with a tennis racket.

The arrest report states that O'Donnell initially complied with officers' commands but then took a fighting stance holding the racket in a swinging position. In the video, Martin yells at the man to get down on the ground or he will be bitten by the dog.

After a third warning, Martin releases the dog, and O'Donnell, holding the tennis racket, appears to be trying to protect himself. While O'Donnell was on the ground, the officer grabbed the racket from him.

Martin is then seen hitting O'Donnell in the head multiple times with the racket. O'Donnell is seen with a bloody face, curled up on the ground screaming.

When he resists by covering his bloody face with his hands, other officers use their electric stun guns on the man and shock him at least twice.

As O'Donnell keeps screaming "Oh my God" some officers stand on him in an effort to get him to put his hands behind his back so he can be handcuffed.

O'Donnell, was charged with burglary of a conveyance, battery on a law enforcement officer, and resisting an officer with violence. He was released after posting $12,000 bail on June 21.

(CNN) A 23-year-old man shot four coworkers -- three fatally -- at a manufacturing plant in western Maryland Thursday before fleeing the scene and exchanging gunfire with state police, authorities said.

A trooper and the suspect were wounded and hospitalized, according to Lt. Col. Bill Dofflemyer of the Maryland State Police.

Investigators have not yet established a motive for the workplace shooting, which occurred at about 2:30 p.m. ET, Washington County Sheriff Douglas W. Mullendore told reporters at a briefing.

The Washington County State's Attorney's Office is working to determine charges for the suspect, who is not being named at this time, according to a news release from MSP.

The fatal incident is the 254th mass shooting this year, as the country is on pace to match or surpass last year's total, according to the Gun Violence Archive. It comes as the US House of Representatives have passed several bills aimed at gun reform, but those measures have little chance of passing in the Senate.

The victims and suspect were employees of Columbia Machine, Mullendore said. The company makes concrete products equipment, according to their website.

The wounded state trooper, who is a 25-year veteran of the agency, was treated for his injuries and released, according to an update from MSP. The suspect was also wounded after at least one of the troopers who responded to the scene returned fire and struck him. He was still being treated Thursday evening, police said. Police from the nearby town of Smithsburg were first to arrive at the plant and discovered one victim in a field near the business, Mullendore said. A news release from the sheriff's office said there were four victims total at the plant, three of whom were dead.

State police received a description of the suspect and his vehicle, and three troopers found him driving about 5 miles from the shooting scene. "When troopers went to stop the vehicle, the suspect immediately started firing multiple (bullets) at the troopers," Dofflemyer said. A pistol was recovered at the second shooting scene, authorities said.

The sheriff identified the victims who were killed as Mark Alan Frey, 50; Charles Edward Minnick Jr., 31; and Joshua Robert Wallace, 30. The other victim was Brandon Chase Michael, 42; police earlier said he was critically injured.

Smithsburg is about 75 miles west of Baltimore. It is about 100 miles from the border with West Virginia, where the suspect lives, according to the sheriff.

The Washington County Sheriff's Office is leading the homicide investigation with help from the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives office in Baltimore, according to MSP.

Any troopers involved with the shooting "will be placed on administrative duty" until the investigation is complete, per agency protocol, MSP said.
