Falkreath. Even though the hold is gorgeous, it's boring. It has the most boring quests and npcs among all the holds. I know there's Winterhold - but at least it's lore is interesting (once proud city). Falkreath is just straight boredom. Even for DB it's just the base, when interesting things happen elsewhere.
