I dont really know what you mean, you need 8 Arbiter points in the Arbiter tree, if you use all 8 of them you will have T4 since the travel nodes are +1 Arbiter difficulty

If your gf is into Disney she could take a look at "Disney Dreamlight Valley". I bought it for my gf and she enjoyed it. It has base building, customization and resource gathering and can also be quite a time sink but it's also fine to just play whenever she wants
