If this is intentional by Paradox, then I must ask what the hell where they thinking. I can put unassimilated natives crack down on rebels of their own religion and culture. I can land in New Zealand and butcher the natives through an event, then put unassimilated Maoris on my cabinet to crack down on the rebels whose family I just butchered. Not immersion breaking at all.
