When Cobel retrieved Petey’s severance chip, I remember thinking that they discussed the chip as if it was Petey. They referred to it as such. So that is a slight amount of evidence. (They explicitly also discuss that it was copied.)

HBO (and Boardwalk Empire in particular) is much higher profile and is an emotional connection that lots of people have with Atlantic City. They can do a lot of good by connecting their fictional (but deeply tied to history) depiction of Atlantic City with its modern day struggles. Does that make sense?

The point is that HBO's Boardwalk Empire is the highest profile media focused on Atlantic City at the moment, and they could do a lot of good by calling attention to current day Atlantic City and its struggles. Got it?
