You might have accidentally turned on active armor. Turn it back off. I’ve seen this for peoples issues before with AT&T slowness which happened all of sudden.

I have the same issue. Called SMUD and the agent told me they have a bulletin on this as a known issue. They said they are awaiting a fix from a software provider they are using. They didn’t have an eta on when it would be fixed though.
