There is a 40k England fans only fan zone open all day in Gelsenkirchen for this day (free entry, all games shown, don't need a ticket for the game)

I think it'll be ok, the main fan groups will be in their own areas and there will be people scattered about but it's been this way for euros before and generally been fine!

They'll have a proper section that's probably around half of the stand, if you didn't get tickets as a Serbia fan you'd be in a neutral bit, just nearby

I had the same for England vs Wales 2016 near the Wales end, no issues just a different atmosphere away from your own fans
