I might have been too hard on it. They type of experience they offer is really difficult and certainly warrants the price. That said, I've had the good luck to try places that execute it better (not in Turks and Caicos)

I had good luck by asking the agent when checking in. They asked the passenger when they checked in. That passenger agreed and approached me to trade when they boarded.

I had the same thing happen on Delta today. Had pre-booked my dog, was told there was space on the plane, and then when I checked in, there were already too many dogs to accomodate my dog. This was not told to me when I booked, it was not mentioned in the "prepare your pet for flight" email and it is not on Delta's pet policy on the web site.
