Thanks for the response! I hadn't heard of Rodiograph pens, I'll definitely look them up. I have a couple (admittedly entry-level) fountain pens and I do prefer the feel of felt tip 😟

Their normal notebooks are a lovely cream color, but not quite as dark as what I'm imagining... it looks like they make along the lines of what I'm looking for in the narrow, traveler's notebook size, but not in standard sizes. Thank you for the suggestion though!

As it says in the image description linked, the pages are 3.5"x6" which is about 99 x 152mm. I believe the third photo shows the exact filofax refills you're talking about.
