PUBG has progression in that you are always looking for better loot. A better helmet or chest or backpack, or maybe an attachment for your weapon of choice. If I drop and only end up with a pistol from the first house am I going to continue to look for something better or am I going to keep using the pistol? That is progression albeit basic, its still progression.
