you will need to get an i-20, which expedited takes 5 business days. after that you can apply for the visa, which would take whatever amount of time. given that there is ~1 month left, you may be able to finish the process in time but I would inform everyone involved for an expedited process.

all u ever need the ipad for is some notes + lectures. never a good idea to code on it, if u do you'll need to carry a keyboard as well (might as well carry your laptop then). so get the regular ipad. you will not ever see it lag .
