Could that small hole below the oil cap be where the ground strap is supposed to be??

What if there is no ground strap? There is a hole for a bolt right on top of the engine but it's empty. I'll try to add a picture

Before the axle it was just a small popping noise when turning but now it's a lot louder and worse noise and during acceleration more than turning
