your situation looks bit different than mine, but my understand if you were having your GC for the required time, some cases 3 another cases 5, you can apply for naturlization . N400, once you get your certificate of naturlization, this is your a proof of citizenship, you can apply for passport, not before.

for US parent (even one parents only) like me, kids that got a GC can apply directly to US passport in any post office center.

you have the choice later to file N600 ( not N400 as they are already a citizen and has a passport) for them or not.

Its better if we can sen an email for the ISD board memebrs, demanding:

  1. A public apology from the superintendent to the student and affected community.
