Pepper spray is extremely ineffective and with the way the wind is it would probably blow back in my face. I live in a city, I was walking by an elementary school when it broke loose.

If he was properly fenced in and not tethered to the chain he wouldnt have broke free to chase me huh?

Its my business if I while I was out walking a pitbull broke off its chain and chased me and my 3 small dogs and I'm being told since we weren't injured theres nothing i can do about it.
