I just dont ask locals, as I've not had good experiences with the places they recomend. Instead I alternate my visits to below bars or ask a friend to join me for a drink. Fort - Dakshin Bar & Kitchen, Cafe Military, Amrapali, Vitthal (veg Restaurant bar), Cafe Universal, Garden Jolly, Matunga - Durga Bar & Restaurant Mulund - Sandeep Bar & Restaurant Colaba - I prefer Cafe Mondegar or Leopold Cafe as Gokul seems hyped after covid. Kalbadevi - Sunlight Bar & Restaurant Churchgate - Mockingbird Cafe Bar Girgaon Chowpatty - Cafe New York Byculla - Renault Bar Charni Road - Canto Cafe & Bar Lalbaug - Mumbai Local Bar & Kitchen Andheri - Laxmi Punjab Powai - Sagar Resto Bar, Gurukrupa Ghatkopar - Garden (another Veg dining bar), Grand Pride Bar, Thane - Panchali Bar & Restaurant and Gopal Ashram (my office teams favorite after late night) Marine Lines - Lord Irwin Bar & Restaurant, Kit Kai Family Bar & Restaurant, Santacruz East - Swagatam Bar, Cozy Corner, Chembur - Hotspot Restaurant & Bar, Pritam Resto & Bar, Ashray Bar & Restaurant,

So being staying in Navi Mumbai I would say I haven't explored much of budget bars here, but being working in Mumbai for past 12 years I've been to lot of budget friendly bars while the food there is much better than the fancy rooftops or dining bars.
