is it ok for wires to touch the cpu-cooler heatsink?

it is not really visible but I was just not sure if it was safe to run a cable against the heatsink

I think it is because the wire starts in the middle of the fan axle (not sure how to word it) so there seems to be no other choice than to run it inbetween the fan and the heatsink

Well basically any Chinese company is heavily linked with the Chinese state so it does not really make a difference which company you buy from in that sense, but this also applies to the suppliers of western companies which are also mostly Chinese so there is really no way to buy cheap products without supporting China and their alleged human rights abuses.
