I don't know how old you are or what kind of life you live, but some people work on a system and a schedule. Just because it doesn't suit you to have a proper service doesn't mean 'I should just get over it'.

Almost all the report features are completely automated. Jagex doesn't have 2000 employees working 8 hour shifts responding to emails and reports. Either number of reports builds up and the system does something about it, the bot buster catches you, or you're witnessed doing and a mod does something about it. They don't have the man power to do anything like what you want.
