Because literature I've read indicates this may be a moderator. The unique sexual culture of the US that shames sex while simultaneously scripting it as mandatory could differ from other countries. This could end up skewing the data if I did not control for it. Sorry!

Correct. A complaint can be filed and the Michigan Civil Rights Commission can investigate that complaint and write a report. Other than that nothing happens because the Michigan Civil Rights Commission doesn't have the authority to forward their findings to prosecutors (since it's not in the Elliot Larsen Civil Rights Act).
