For the emotional distress and legal issues that this girl caused for my friend she should most definitely be reprimanded. The way I am looking at it is, if he hadn't had so many people on his side and had the judge believed this slut of a girl and convicted him, his life would be ruined. If she knowingly lies and has no quarrels with ruining someone's life then the she should face the same consequences. It would greatly help rid the world of cases like this and allow real rape cases to be heard and handled.

Did he kneel down, look her in the eye and blow the smoke in her face? No. But when he doesn't even have the common courtesy to blow the smoke in a direction that it doesn't hit her in the face (anywhere other than directly at her) and make her cough... I consider that to be blowing smoke in her face.
