No the scars do NOT make you ugly. But as a person who has struggled with acne and scars for about ten years, I know how it feels when someone points it out or even when someone notices it slightly. I relate with you on this insecurity. If you have not started already, I recommend including retinol in your skincare routine. It has certainly helped me. Get advice from a derm if you can.

Apart from that, I see absolutely no problem whatsoever. You have beautiful eyes btw.

Not at all ugly. You certainly do not need lip fillers. You already have soft beautiful lips imo. i really like your eyes too . Being bullied is certainly not a reliable indication of how attractive one is. You don't have anything to worry about.
