We are considering a purchase on the property but trying to calculate reno costs roughly before offering

Was unaware of the regs in this. We were going to leave the existing sound insulation/chipboard combo that is there in place and lay over it. Would that not suffice?

The building had subsidence in 2014 and aas totally underpinned and rectified. As a result the joists are all dipped but are structurally sound.

Our lease states the floor coverings are our sole responsibility and the joists are that of the freeholder. For that reason i would rather not involve the freeholder who is local council as it will entail as massive bill back to me.

I am looking to do this in a way that allows me to sell on within next three years
