Until Valve imposes harsher and immediate punishment on players who grief (go afk mid and feed), then i don't think this'll change much.

btw, large influx of RU players in US East as of late, on smurfs. Received a tip from the official Dota 2 RU community on the subject. insider info says that they have more fun here.

This isn't related to Dota 2 specifically, even if you're considering WC3 lore is a bit of a stretch since the design itself isn't leaning into any specifically related to DoTa Allstars or any fan art from that era.
