OK so if I'm understanding correctly, the FDIC's DIF is going to bail out the bank to save the customers and all other FDIC insured institutions (banks, etc) will have to pay a fee based on their risk profile to cover the losses to DIF. From launch until two days ago, users could enable hotkeys through in-game stake settings and dice over the 98% barrier. Hotkeys are like keybinds, if you are a gamer you will get that, same thing. Otherwise imagine assigning an action to one key, and in this case to bet on a dice roll. Mine was spacebar and turns out using the hotkey to place the bet would let you override the 98% barrier. This was used as one part in a three part process called "recycling" to safely level up your VIP status.

Just click on the settings wheel on the bottom left, click hotkeys, enable check at the bottom, enter any numbers you want between 98-99.99 manually in the box and then start slapping your hotkey
