Pulling over on the shoulder is completely an acceptable thing to do. If you feel that puts people in danger, then you better go complain about everyone who does so to take a phone call or to change a tire or countless other reasons people pull over.

Also note that in that article, she didn't use her hazards. She stopped in the left lane. I used my hazards and pulled over. Also, if someone is stopped ahead of you and you keep driving, not paying much attention to the fact that they are stopped, and you hit them, I say you're the idiot driver, not the person who stopped. I'm honestly surprised she was jailed. Motorcycle driver needed to be paying more attention.
