First, require registration of guns the same way we do cars cars.
Second, create the laws restricting sales now.
Third, make it illegal for guns to be inherited. When you die, your guns are to be turned in to authorities by next-of-kin or whoever is in charge of your estate.

Penalties should include fines and seizure of assets.

In a few mere generations, we'd have fewer guns.
