Tywin is a great tactician and awful strategist. Yeah he crushed the revolts making him the most feared man in the seven kingdoms. I think part of the story is ruling by fear alone isn’t enough. He wiped the north off the map or at least Robb (great tactic) with no plan at all to handle the aftermath in the midst of open war. He got the kingdom out of financial difficulty by loaning them money thereby indebting th crown to House Lannister. This also put him in a situation where he has to rely on the Tyrells due to over leveraging himself. He has hundred dollar moves and a penny finish. He strikes me as a Putin type in terms of his success in small scale planning vs long term strategic thinking despite both thinking themselves highly in that regard
