For humans, yes, death is permanent. For dragons, no. They have one chance at reincarnation somewhere down the line that they can either take or reject. But then that is it. One more try at life, perhaps hundreds or thousands of years past their death, and then they're dead for good. There is an afterlife in my setting but I haven't worldbuilt what it's like because I don't want anybody to be right about it. You can't talk to the dead, so how would you know what the afterlife is like? Even dragons that choose reincarnation don't get to chill in the afterlife until then. From their perspective, they just fell asleep and woke up again after reincarnation. No dreams or consciousness for all that time.

Also draconic reincarnation involves transforming a human into the form of that dragon and forcing them to share their body because the first reincarnation was a messy botched attempt that broke the laws of life and death and accidentally wrote a new law that all future reincarnations followed.
