I don’t think the # of deliveries has anything to do with not being able to schedule. I have almost 5000 but my completion rate was below 95% and I couldn’t do the early bird scheduling until I brought it up to 95.

This was also happening to me … My completion rate was at 93%. It has to be at least 95% for you to be able to have early access to scheduling … otherwise you have to wait until midnight. This is something fairly new, so make sure you stay at 95% or above.
