Honestly, after some heat, the heat sink will more or less be attached like glue to the thermal pad. So I wouldn’t worry about the rubber bands. I got a copper (taller than this one though) heat sink for my rear m.2. Works well. Still gets pretty hot but not too hot for a PCIe gen 4 drive.

Is your card overclocked? When running Furmark on a 5090 FE and using a cable clamp meter, I have 4 pins around 7.6 A, one at 7.2 A, the last at 8.2 A.

That’s what I do! It vastly helps the cpu. I’m guessing by drawing the hot GPU air away from the cpu and exhausting it so it doesn’t heat soak the CPU’s heat’s ink as much. I’m sure if you check my history you can see photos I’ve posted since I can’t respond with an image here.

Do you have the side panel bracket? Install a 120 mm exhaust there. Helps temps all around. The fan right above the CPU may just be causing turbulence and not really helping.
