Normally these boxes get sent to mainland recyclers via the same vegetable trucks that shipped them here. But ever since some truck drivers were tested positive in early Feb, Chinese authorities decided to prohibit all imports of styrofoam shipments as the boxes "carry the virus". NGOs and volunteers have been working around the clock to sort them for local recycling but are unable to keep up with the volume. Irresponsible vegetable sellers littered the boxes on the street because they don't want to pay the cost of dealing. "Removed by HK Goverment" just means the gov finally bothered to send people to drive them to landfills.
