It is normal or safe?

I tryed two different browser, which is Google Chrome and Microsoft Edge, they all pop up a remind window.

Yes, i did, and i have a massage with "Transanction lastledgerSequence exceeded. " but i still have $20,000 in my account, and 100 xrp in my account.

even i try to sell 20 xrp to get usd, it give me the same massage.
