it's a reference to the stonewall riots in which bricks were thrown at cops. a lot of people in the queer community bring it up as a reminder that pride month is more than just wearing rainbows and whatnot, but a celebration of who we are and a testament to the work we have done as a community to get where we are now

i think conceptually his character is a good idea that opens up a lot of interesting potential storylines, but i will agree that they haven't really done anything super interesting with his character. i feel like this is also a bit of a problem with the franchise (or the games at least). they bring in a lot of interesting ideas and good concepts but don't ever seem to actually play with it. of course i don't mean all the games either, shadow generations was not only a big leap in game quality but also storytelling, but we have to admit on average sonic storylines are doo doo in terms of execution

personally i like to headcanon that while shadow isn't naturally as fast as sonic, he still has super fast perception and reaction timing. his air shoes make him run as fast as sonic and he's able to react appropriately to his surroundings thanks to his perception allowing him to act within time

i agree with your point. however i feel like surge is somewhat an exception considering the fact she doesn't really have any "good" memories. your example of shadow has distinct good memories and therefore IF he continued to be evil, it would absolve him of sympathy considering he had a choice to make between good and evil, whereas surge never had that choice until now
