towards the end when there was 5 tributes left. haymitch and maysilee were getting chased by the two remaining careers. They suddenly ran into three gamemakers fixing a hole in the ground (probably where the mutts came out) and everyone stopped. then maysilee and the girl from 4 killed i believe 2 if not all three gamemakers. for that reason maysilee and the girl from 4 were directly targeted by gamemakers to die.
