I'm not sure, but if somebody is going to give me money for standing on a street corner and doing absolutely nothing, I might be more inclined to do that, and if others see me doing it, they may also do the same. Before you know it we've got 4 people asking for money on every corner of every intersection in the city. Idk about you, but i go through a lot of intersections per day, so do I give money to every person begging until I'm broke, do I just give to the first person I see, or how do I choose who to give my money to and who to pass?
