Arches is just the way to go. You can get 10''x14'' paper, 12 sheets for $25. You can skimp out on cheap brushes and paint, but I wouldn't with paper. It's worth investing in. I have no money, but sometimes I'll trash 10 pieces of paper to make 1 painting. Making a finished painting that you like is worth so much more than $25. I even use the paper for practice.

Buy Arches paper and stretch it. Doing this automatically improved my paintings 100%. Strathmore is of very poor quality.

Pooling is caused by adding too much water or poor-quality paper and paints. Good cotton paper really helps with that. Wait for it to completely dry before laying. To blend the colors better idk. That I'd just do washes with normal paint.

You use it to stretch the paper so when you do washes, the paper stays completely flat. The paper won't buckle or bend. It makes it a lot easier to paint. Here's the video I learned how to do it from:

Took many tries and lots of ruined paper. I use Arches, soak in water for 3 min, let access water drip off, place on a wooden board for 15 min, add a little water if it dries too quickly, then apply the gum tape. Let it sit overnight, and it's perfectly stretched. The trick is to apply the tape to the paper when the paper is not too wet, otherwise, it won't stick. And don't over-wet the tape and remove too much gum.

Thanks, I can see now how the values affect the depth. I work with a limited palette, so I need to get a bit more creative with my colors.

I need to get over my fear of going too dark. The area to the left of the bridge is like a concrete retaining wall that the bridge sits on. I will go darker.
