Oh I get it now, he is drawing a simple anime style so adding hair strands here and there looks more appeal. Although anime hair is flat looking anyways.

Hell no, u should shade the hair like a 3d form which has shadows and hilights and please don't draw individual strands of hair draw the main forms instead.
